outsourcing of em services at bv yard , ins viswakarma , mov , naval selection board , namac , ctw , wed , meghadripeta , ashoka park , pallava park , naushakti vihar , svn colony , mes quarters , dad office , dad quarters , abe park areas under ge nd visakhapatnam , outsourcing of e / m services for day to day maintenance of internal electric supply system & e / m installations of bv yard , ins viswakarma , mov [ old ] , mov [ new ] , naval selection board , namac , ctw , wed , meghadripeta , ashoka park , pallava park , naushakti vihar , svn colony , mes quarters site a , dad office , dad quarters , abe park areas under ge [ nd ] , visakhapatnam in each shift 08 hours including sundays & holidays by providing services of seventeen [ 17 ] nos of skilled electrician [ 2 years certificate holders from recognised iti / nct / vt in the trade of electrician with 3 years of relevant experience ] for entire internal electrification , by receiving , registering and attending day to day complaints , rectification complaints , maintaining the complaint cell and duly maintenance of necessary records & documents , complete all as specified and as directed . , all as per serial item no . 1 here in above but by providing services of twenty one [ 21 ] nos of semi skilled electrician [ mate electrician ] [ metric / ssc qualified with 3 years of relevant experience ] for assisting electrician complete all as specified and as directed . , outsourcing services for day to day maintenance of refrigeration and air conditioning system and cooling appliances of bv yard , ins viswakarma , mov [ old ] , mov [ new ] , naval selection board , namac , ctw , wed , meghadripeta , ashoka park , pallava park , naushakti vihar , svn colony , mes quarters site a , dad office , dad quarters , abe park areas under ge [ nd ] , visakhapatnam in each shift of 08 hours including sundays & holidays by providing services of one [ 01 ] nos of skilled refrigeration mechanic [ 2 years certificate holders from recognised iti / nct / vt in the trade of refrigeration and air conditioning with 3 years of relevant experience ] , by receiving , registering and attending day to day complaints , rectification complaints , maintaining the complaint cell and duly maintenance of necessary records & documents , complete all as specified and directed . , notes for serial item no . 1 , 2 & 3: the unit rate quoted shall be inclusive of following aspects: [ a ] the work shall be supervised by two nos . of adequately qualified supervisors with relevant experience of minimum 5 years in such jobs for proper functioning / organising / deploying his staff . rate quoted for respective items under boq shall be deemed to be including the same . [ b ] the cost of the complaint slips , registers , log books , cost of t & p for maintenance , minor consumables such as pvc insulation tapes , screws , fuse wire , clips etc . for the day to day maintenance . [ c ] mobile phone for communication system in the complaint cell so that the complaint can be lodged & feedback can be obtained . , [ d ] conveyance for staff and materials drawn from the mes store yard shall be provided by the contractor . [ e ] required spare parts will be issued under schedule b by the department for free for fixing only . [ f ] one emergency light and necessary tools shall be available in a tool box with the electrician in the shift for smooth functioning of internal electric supply system . [ g ] proper uniform with name plates displaying all the details shall be provided to the duty personnel complete all as specified and as directed by engineer in charge . [ h ] the contractor shall ensure housekeeping , environmental cleanliness of area all around the complaint cell and the area shall be kept absolutely neat and clean . [ i ] the contractor shall abide by the latest labour rules and minimum wages act . wages paid by the contractor to the persons employed shall not be less than the minimum wages fixed by state / central government from time to time whichever is higher . the contractor shall also insure the workmen employed on the job . [ j ] the contractor is responsible for insurance , epf , esi , bonus , labour welfare cess etc . , as applicable and shall be paid to the workmen as per existing labour rules / acts / regulations and rate quoted shall be deemed to be included for the same . [ k ] dress code: the contractor shall provide the workmen with dark blue colour uniform [ formal pant & t shirt ] with labels showing / printed i . e . name of the firm and designation on front and ge [ nd ] [ v ] on the back of the t shirt along with protective clothing / gear . the contractor shall also provide shoes to the workers and the persons shall not be allowed to enter the work site without wearing shoes . [ l ] insurance: the contractor shall be responsible for all accidents / injuries happening to the workmen . any accident causing minor / fatal injury , partial disability due to any untoward incident or non adherence to safety and ie regulations or fault in maintaining of internal electric supply system or on account of any mishandling / wrong operation / lack of knowledge of safety precautions or on account of any circumstances beyond his / their control , the contractor shall be solely responsible for settling all claims of compensation to the deceased , failing which department will have a right to recover any sum indicated / claimed by labour commissioner / court authorities . no claim whatsoever will be entertained in this regard . no compensation is payable by the department on this account . contractor shall provide first aid boxes to meet any emergency situations . , [ m ] the rate quoted by the contractor for serial item no . 1 , 2 & 3 shall be deemed to be including basic rate [ minimum wages as notified by government of india / state government / local body , whichever is higher ] , employers contribution towards employees provident fund [ epf ] liability , contribution towards employees state insurance corporation [ esic ] , contribution towards bonus , overhead and profit and labour welfare cess [ lwc ] as applicable depending upon the manpower requirement . this will create onus on the contractor to ascertain the relevant rates and quote accordingly . the rates quoted shall be inclusive of all taxes , cess , levies as applicable including gst . [ n ] at the time of bid evaluation , accepting officer shall ascertain the corresponding minimum wages , rates and contribution as mentioned above as per prevailing notifications and decide the reasonability of finance bid of all the bidders . if the rate quoted against any items / sub items of boq works out to lower than the corresponding prevailing minimum rates of wages / subscription / contribution towards epf , esic , bonus and lwc , the bid shall be treated as non bonafide and such bid shall not be considered for acceptance . the prevailing rate / wage / contribution shall be as applicable on the bid submission end date . [ o ] the rate quoted for items of outsourcing shall not be less than minimum wages as notified by government of india / state government / local body , whichever is higher and also not less than applicable rates for contribution of employer towards epf , contribution to esic , contribution of bonus and lwc under respective headings / sub items in case the rates quoted are less than the prevailing rates / instructions under any heading ( s ) , the bid will be treated as non bonafide / invalid and shall be disqualified and such bids will not be considered for acceptance . in such case , the lowest bidder shall be determined from amongst the valid / bonafide bids only . [ p ] quotations with nil or zero consideration towards overhead and profit shall be considered non bonafide ....
